PAST CASES ON LITIGATIONI have had the privilege and honor to advice on legal questions on two leading cases implying the protection of Spain's underwater cultural heritage: the case of the looting of the Spanish Royal Navy frigate Nuestra Señora de las Mercedes (discussed before US Admiralty Courts), where I acted as off-counsel to the Spanish Government; and the case M/V Louisa before the International Tribunal for the Law of the Sea (ITLOS), acting as Counsel-Advocate of the Kingdom of Spain |
LEGAL ADVICE ON legislationOver the last years, I have the opportunity to offer my legal advice on different cases dealing with the ratification and implementaron of the 2001 UNESCO Convention on the Protection of the Underwater Cultural Heritage (in Uruguay, El Salvador, Ecuador or Qatar), as well as advice on different legal instruments for the protection of that heritage (in Spain, Mexico, Ecuador, Colombia or Qatar), including the (re)drafting of new laws, MoU or declarations of new maritime zones. |
Representing Spain
I was honoured to represent my country during the several Meetings of the States Parties to the 2001 UNESCO Convention which adopted its Operational Guidelines in 2015.

UNESCO Missions
I was the Legal Advisor to the UNESCO Expert mission sent in 2015 at the request of the Government of Panama to assess the condition of the wreck of the Spanish Galleon San José.

I had the chance to participante in several Meetings on the international consultation on the Skerki Bank under Arts. 9 & 10 of the 2001 UNESCO Convention (Tunisia coordinating).
